I had a fantastic stay at Hotel Telegraaf. the location in the heart of Tallinn's Old Town made it easy to explore. The staff was attentive and made me feel welcomed, though the WiFi could be spotty at times. The breakfast was good, but I found the dinner options to be quite popular, making reservations necessary if you want to dine there.
